He is a PhD candidate specializing in international personal data transfers under the GDPR and the territorial application of digital laws. He is affiliated with the <strong>Global Innovation Law and Policy (GIP LAW)<\/strong> research group, serves as a substitute professor in Private International Law and Privacy Law, and provides consultancy through <strong>MP Legal Consulting<\/strong>. Javier is also affiliated with the <strong>THEIA<\/strong> project, co-funded by the EU under the <strong>Horizon Europe<\/strong> programme.
